GWL Realty Advisors, on behalf of Canada Life, is leading the redevelopment of the aging Broughton Square Parkade into a new purpose-built rental community in downtown Victoria. The project will replace the 65-year-old parkade with a modern, sustainable mixed-use building that provides much-needed rental homes and ground-floor retail space, supporting the city’s goal of a vibrant, livable downtown.

This long-term investment will deliver approximately 375 new mid-market rental apartments — ranging from studios to family-sized units — designed for residents of all ages and lifestyles. These homes will not be condominiums or luxury units, but high-quality, professionally managed rentals that expand housing choice for local residents.

The development will also enhance the public realm, including a new plaza beside the neighbouring church to celebrate its heritage character and provide welcoming community space. Sustainable design is central to the project, with energy-efficient systems and low-carbon materials that meet GWL’s high environmental standards.
Currently in the early stages of planning and community consultation, the project will proceed through the City’s approval process with multiple opportunities for public input before construction begins. Once underway, construction is expected to take approximately 2–3 years.
